HSSA was established by the Washington Legislature and authorized county-wide by the Spokane County Commissioners. Its mission is to invest in bioscience research and infrastructure in Spokane County to promote economic development and to improve health by funding organizations that provide access to the under- and uninsured.
It is HSSA's intent to help grow the capacity for bioscience research by building a nationally competitive health sciences research cluster in Spokane.
HSSA conducted a Strategic Investment Plan effort with Empire Health Foundation to define how best to invest for the greatest return. These three categories for investment were identified:
- Invest in human capital to increase research capacity more rapidly.
- Fund innovative research by small companies who have received SBIR-STTR grants or other "proof of concept" grants.
- Support innovative health delivery research.
HSSA funds only the best projects through a competitive, well-monitored and accountable process.
